Colwood City Councillor — Running for Re-election

Four years on Council putting residents first — not politics. I ask the questions others won't, so every tax dollar is treated with the respect it deserves.

Four commitments to Colwood

What I’ll keep working for.

Clear priorities. Practical action. And a commitment to doing the work — backed by four years of asking questions, listening to residents and following through.

01

Protect taxpayers' money

Every dollar deserves scrutiny.

Every tax dollar matters. Over four years on Council, I've consistently asked the hard financial questions — what does it cost, do we need it, is there a better way, and can we afford it? Before asking residents to pay more, I believe Council has a responsibility to look for savings, demand value and make every dollar count. And I'll keep doing exactly that.

  • Look Before We SpendAsk the tough questions before approving major projects.
  • Make the CaseRequire a clear need, cost and benefit before approving significant new spending.
  • Value for Your Tax DollarsMake sure staffing and services deliver results residents can see.
  • Find Savings FirstLook for efficiencies before asking taxpayers to pay more.
02

Traffic & roads — get Colwood moving

The daily commute shouldn't run your life.

Anyone who sits in the Colwood crawl knows traffic is one of the biggest frustrations in our community. I've made improving how we move around Colwood a priority on Council — from road improvements, intersection fixes, and better Colwood transit residents have been promised for years.

  • Better Roads, Better FlowPush for coordinated improvements to Sooke Road and Island Highway so our transportation network keeps pace with the growth across the West Shore.
  • Better Transit, Better ConnectionsAdvocate for faster, more reliable transit that better connects Colwood residents to the West Shore and Greater Victoria.
  • Plan for the Future NowInvest in Colwood's infrastructure today, anticipating tomorrow's needs and ensuring our roads, services and public spaces keep pace with growth.
  • Growth Should Help Pay for GrowthEnsure new development contributes its fair share toward the roads, intersections and infrastructure needed to support a growing Colwood.
03

Growth should make Colwood better, not simply bigger

Responsible growth that existing residents can afford — and that protects what makes Colwood home.

Growth should make Colwood a better place to live, not simply a bigger one. Over four years on Council, I've asked the hard questions about infrastructure, transportation, affordability and neighbourhood impacts — while advocating for a community that works for families, youth and seniors, protects our natural spaces, and is prepared for the future.

  • Infrastructure Before ImpactMatch growth with the roads, sewer, water, transportation and emergency services needed to support it.
  • Housing for Every Stage of LifeSupport attainable housing choices for young people, families and seniors who want to build their lives in Colwood.
  • Protect What Makes Colwood HomeProtect our tree canopy, coastline, parks, trails and natural spaces as we grow.
  • A Community for Every GenerationPrioritize youth, seniors, recreation, accessibility, gathering places and emergency preparedness as part of how we plan Colwood's future.
04

Open, Accountable Local Government

You shouldn't have to dig for information.

Residents should be able to easily find information about their City, understand how decisions are made and know where their tax dollars are going. Good local government means being open about decisions, explaining the reasons behind them and listening to residents before important choices are made. I've spent four years asking questions publicly, seeking clear answers and pushing for the information residents and Council need to make informed decisions.

  • A City Website That Works for YouMake information easier to find, with the website organized around what residents need — not how City Hall is organized.
  • Decisions in the OpenClearly explain what Council decided, why it decided it and what it will cost.
  • Listen Before DecidingEngage residents early on decisions affecting their neighbourhoods — before decisions are already made.
  • Ask the Questions That MatterKeep asking questions on the record, challenging assumptions and insisting on clear answers.

About

A Little About Me

Kim Jordison outdoors in a winter hatKim Jordison with her husband smiling at a restaurantKim Jordison with her husband

My Vancouver Island story began in 1989, when my father’s military service brought our family across the country from Halifax, Nova Scotia to Victoria. I attended Dunsmuir Middle School and Belmont High School, and over the years have called Esquimalt, Colwood and Langford home. The West Shore is where I grew up, raised my family, built my career and became deeply involved in my community.

I've been married for 28 years and I'm the proud mom of three daughters. Family is a big part of who I am — along with Joey, our adorable Cavapoo.

Over more than 25 years, I've built a career across the private sector, provincial government, non-profit organizations and Island Health. Much of my work has involved supporting senior leaders, navigating complex organizations and helping turn decisions into action.

I also believe good leadership means continuing to learn. I'm currently completing my Master of Arts in Executive Leadership at Royal Roads University and have completed graduate education in Values-Based Leadership and Change Management, along with education in Local Government Administration and Public Administration.

Community service has been a constant throughout my life. I've volunteered for many years in causes that matter to me, and for the past four years I've had the privilege of serving as a Colwood City Councillor.

All of those experiences — as a wife, mom, professional, volunteer, student and Councillor — shape how I serve. I listen, I do my homework, I ask questions, and I'm willing to speak up when something deserves a closer look.

After four years on Council, I know there is more work to do. I'm asking for the opportunity to keep doing it.

Joey, the family's Cavapoo

I do the homework.

For the past four years on Colwood Council, I've paid attention to the things that don't make headlines — capital budgets, staffing plans, sewer capacity, the fine print of bylaws. It isn't glamorous work. It's the work Colwood needs.

My responsibility at the Council table is to you. I believe residents deserve thoughtful decisions, straight answers, and accountability for every tax dollar the City spends.

Council record

A Record You Can Check.

Four years of showing up, doing the homework, asking the questions, and speaking up for residents.

Not just promises for the next four years — a record of what I’ve already done.

Committees I served on

  • Emergency Planning
  • Parks and Environment
  • Transportation and Infrastructure
  • CRD Regional Water Supply Commission
  • Asked the hard budget questions

When Council was asked to spend more, I asked why. I challenged costs, questioned staffing and capital proposals, and pushed for clear business cases and better information before committing taxpayers' dollars.

  • Pushed for evidence-based traffic planning

I've consistently pushed, alongside my Council colleagues, to prioritize Colwood's Transportation Master Plan. As we grow, decisions about where traffic should move — now and into the future — need to be based on data, evidence and traffic simulations, not assumptions. What happens on one road affects the whole network.

  • Insisted growth pay its own way

Questioned sewer, water, road and transit capacity as new density was considered. Pushed to ensure growth helps pay for the infrastructure it requires — rather than leaving existing residents to pick up the tab.

  • Championed traffic calming on Lagoon Road

Championed traffic calming and speed reduction measures along Lagoon Road.

  • Protected neighbourhood character

Initiated a gentle infill strategy to help manage growth while protecting the character of established neighbourhoods.

  • Led age-friendly planning

Led engagement with Colwood seniors and championed age-friendly planning to better reflect their needs and priorities.

  • Made youth a stronger City priority

Pushed to make youth a stronger City priority — including advocating for a dedicated youth hub — and will continue moving this work forward.

  • Safer, better-planned sidewalks

Advocated for safer sidewalk design by successfully bringing forward direction to place sidewalks along the property line on arterial and collector roads wherever feasible, creating better separation between pedestrians and traffic.
